Since its inception in 1973, the Drug Advisory Programme (DAP) of the Colombo Plan continues to address the changing global needs of issues related to substance use and substance use disorders. As a pioneering intergovernmental organisation in drug demand reduction, DAP advocates for the use of evidence-based practices in prevention, treatment and recovery and empowers governments and substance use disorder professionals through provision of technical assistance. DAP continues the partnership concept of self-help and mutual cooperation in its activities. These include the opportunity for contribution and collaboration from government and civil society partners. It aims to empower each partner country to identify its priority needs and seek assistance that is best suited for the country.
